... Yes. Those who formed a partnership would have access to greater powers, and would even have a wish granted for them. The rewards outweighed the risks... especially as someone who didn't have much power to begin with.
We had a pre-determined partner, but it was our choice to pursue and identify them. So if there was anyone I would prefer not to partner with, I could simply not approach them to find out.
